Foreigners willing to stay in Turkey for more than the allowed time of visa, visa exemption or 90 days have to apply for a residence permit. Photocopy of passport or passport substitute document:
– Must show pages that contain identity information, photo, entrance-exit details, and visa
– For first applications, original passport must be submitted to the Provincial Directorate of Migration Management on the appointment date.
– For extension applications, a notarized passport photocopy shall be submitted.

Four (4) biometric photos:
The photo used in the residence permit application shall be biometric, taken within the last six months. It shall meet ICAO standards. Non-biometric or photocopied photos will not be accepted by the system and may cause a rejection for the application.
The photo will be accepted by the system if it meets all the following requirements:
– The photo shall have a clear background without shadows. A white background is preferred for people with dark hair, a medium gray one is advisable for those with light hair. In case of a headscarf, the color of the headscarf should be different from the background color.
– The photo must have adequate brightness and contrats. It should be in sharp focus and clear, with no blemishes. Colors should be neutral reflecting the natural colors of the face.
– Face should be in an upright position, centered and fully visible (from the top of the forehead till the tip of the chin). Photo should be taken while looking directly at the camera, eyes should be clear and open. Hair should not obscure the eyes, and in case a headscarf is used, it shall not cause shadow on the face. There should be no expressions and the mouth should be closed.
– Accessories shall not be used in the photo, except for eyeglasses, and its frame shall not cover the eyes.
– For young children, photos shall not include other people or objects.

Valid health insurance:
An e-signed/signed and stamped/sealed document obtained from either of the following shall be submitted:
– Provincial social security units
– Social Security Institution – SGK
– Private health insurance
Note: The insurance period must cover the duration of the intended residence permit.

Document of Residence:
– In case the foreigner is staying in his own house, he shall submit a photocopy of the title deed; (“residence document” is sufficient for extension applications.)
– In case the foreigner is staying in a rental house, he shall submit a notarized copy of the rental agreement.
– In case the foreigner is staying in an hotel, he shall submit a proof of his stay there.
– In case the foreigner is staying in a student dormitory, he shall submit an e-signed/signed and sealed/stamped document showing that he is staying there.
– In case the foreigner is staying at a third person’s residence, he shall submit a notarized undertaking of the host (and his spouse if the host is married) Document of Address Registration (in case available, it is required for applications of extension)
For Families:

For children (younger than 18 years):
– If the passport or its substitute document does not determine the mother and father, a certified birth certificate and/or a family certificate is requested.

– If obtained from Turkish authorities, these documents must be e-signed/signed and sealed/stamped.
– If obtained from abroad, these documents must have a notarized Turkish translation and an Apostille.
– If one of the parents is not present, a certified deed of consent is requested.
– If the parents are divorced, a certified guardianship document of the child is requested.
– If one of the parents is deceased, the other one must submit a certified death certificate.

– A document, which shows that the hospital admission registration has been made and treatment has started, to be obtained from the public or private hospital where the treatment will be provided (must show the duration of the treatment, be signed by the chief physician and a physician and be stamped/sealed)
– Photocopy of the previous residence permit document (The original document shall be submitted to the administration on the appointment day)
– Court decision regarding divorce (court decision in case of divorce from a Turkish citizen at the end of 3 years or more, or court decision proving that he/she is a victim of domestic violence without the requirement of being married for 3 years)
– Death certificate of the sponsor (It must be e-signed/signed and sealed/stamped if obtained from Turkish authorities; it must have a notarized Turkish translation and an Apostille if obtained from abroad. Updating Information
Contact information (telephone number or e-mail) in addition to address must be up-to-date in order for the residence permit document to be sent to address. In case the address information changes during the period of residence permit, the provincial directorate of migration management and provincial directorate of civil registration must be informed by submitting the necessary documents within 20 working days.
Right to Exit-Entry for 15 Days
Foreigners willing to exit from Turkey after applying for the permit and before receiving it shall approve the “Residence Permit Application Document” from the Directorate. They can then leave using the approved document together with the fee receipt. However they must enter again within 15 days.
Finalization of Residence Permits
Residence permit applications shall be finalized within 90 days (maximum) from the date on which the application was fully submitted to the competent authority. In case an extension was required, foreigners would be notified about it.
Extension Application
Extension applications shall be made within sixty days before the expiration of the residence permit and certainly before the expiration of the residence permit.
