According to the law, you can use a device that you brought from abroad for a maximum of 120 days from the date of your first use without registering it. You can, then, complete registration within 365 days from the date of entry to the country in order to continue to receive service.
Registering a phone using its IMEI can be done online on e-devlet. All you have to do is search for “IMEI Kaydet” and then fill in the form using your details.
The form to be filled is translated below for those who don’t know Turkish:

After that, you will press on “Devam et” which means Continue and then select the bank where you want to pay to. If you don’t have any account in the mentioned banks, select the first option “Maliye Bakanlığı İnternet Vergi Dairesi” and press “Şimdi ödeme yap” which means Pay Now. A link will open and they will ask you to write your “Kimlik No” (ID number), “Ad” (Name), “Soyad” (Surname), “İl” (Province), “Vergi Dairesi” (Tax Administration) and “IMEI”. Then you will press on “Öde” (Pay). Finally, you will fill in your card’s information and proceed.
Notes:
- If you have registered a device before, you can only register a new one after 3 years from the date of entry to the country. In this context, registered devices will only be able to receive communication service over the lines registered to the identity number of the registered passenger for 3 (three) years.
- The device identification number (IMEI) subject to the registration process can be seen on the screen when you dial *#06# on your device and press the call, from the Settings/Menu/About etc, or on the packaging or invoice of the device. Moreover; if the device has more than one IMEI, make sure to register all IMEI numbers of the device during the process.
- Payment of the fee to the tax offices is done through the banks determined by the Ministry of Treasury and Finance or to the payment institutions integrated into the system of the applicant’s T.R. It must be deposited by specifying the ID number and the IMEI number of the device to be registered.
- Correction of records made with wrong IMEI number(s) is not possible due to legislation.
