Within the scope of Article 9 of the Foreigners and International Protection Law No. 6458, dated 4/4/2013, titled “Entry Ban to Turkey”, entry bans are applied on foreigners who violate the legal right (i.e. visa, visa exemption, residence permit, work permit or work permit exemption) to stay in Turkey. Entry bans are carried out within the framework of the following principles.
No Entry Ban
- Despite violating the legal right to stay, foreigners who leave the country under the following conditions are not subject to an entry ban decision:
- Foreigners who violate the legal right to stay for up to 3 months (not including 3 months) and come to the border gates by theirselves to leave Turkey before their situation is determined by the competent authorities, and pay the administrative fines arising from the Fees Law No. 492.
- Foreigners who violate the legal right to stay for up to 3 months (not including 3 months) and come to the border gates to exit within the time allowed for them to leave Turkey after a deportation decision is taken, and pay the administrative fines arising from the Fees Law No. 492.
Entry Ban for 1 month to 5 years
- Despite violating the legal right to stay, foreigners who leave the country under the following conditions are subject to an entry ban to Turkey for a period of 1 month to 5 years:
- Foreigners who violate the legal right to stay for more than 3 months (including 3 months) and come to the border gates by theirselves to leave Turkey before their situation is determined by the competent authorities, and pay the administrative fines arising from the Fees Law No. 492.
The entry ban periods corresponding to the violation periods for foreigners within this scope are as follows:

- Foreigners who violate the legal right to stay for more than 3 months (including 3 months) and come to the border gates by theirselves to leave Turkey before their situation is determined by the competent authorities, and pay the administrative fines arising from the Fees Law No. 492.
Entry Ban for 3 months to 5 years
- Foreigners who are in violation of the legal right to stay and leave the country or are deported in the cases listed below are subject to an entry ban decision from 3 months to 5 years:
- Foreigners who do not pay the administrative fines arising from the Law on Fees No. 492, even if they come to the border gates to leave Turkey by theirselves before the violations of the legal right to stay are detected by the competent authorities.
- Foreigners who violate the legal right to stay for up to 3 months (not including 3 months) and who are invited to leave Turkey with a deportation decision, yet who do not leave within the time allowed and/or do not pay the administrative fines arising from the Fees Law No. 492
- Foreigners who violate the legal right to stay for more than 3 months (including 3 months) regardless of whether they have paid the administrative fines arising from the Fees Law No. 492 and are invited to leave Turkey with a deportation decision.
- Foreigners who do not exit within the time granted to them although their residence permit requests are rejected or their residence permits are canceled, regardless of whether they have paid the administrative fines arising from the Fees Law No. 492
- Foreigners who do not exit within the time granted to them although their work permit requests are rejected or their work permits are cancelled, regardless of whether they have paid the administrative fines arising from the Fees Law No. 492.
- Foreigners who do not apply for a residence permit despite being allowed to enter Turkey on the condition of applying for a residence permit within 10 days, in case they have used all the right of stay provided by the visa or visa exemption within the framework of the “90 days in 180 days” rule, regardless of whether they have paid the administrative fines arising from the Fees Law No. 492.
- Foreigners who are subject to alternative obligations by ending the administrative detention decision, regardless of whether they have paid the administrative fines arising from the Fees Law No. 492.
- Foreigners who are deported in the presence of assigned personnel, regardless of whether they have paid the administrative fines arising from the Fees Law No. 492.
The entry ban periods corresponding to the violation periods for foreigners within this scope are as follows:

Entry Ban until fines are paid (after decision expiry)
- Foreigners who fail to pay the administrative fines and other public receivables arising from the Fees Law No. 492 and the provisions of other legislation will not be allowed to enter the country even if the term of the entry ban decision has expired, as long as they do not pay the said fines and public receivables, Articles 7 and 15 of the Law No. 6458 scope is not permitted.
