Covid-19 Travel Restrictions

Willing to travel to Turkey but not sure about travel restrictions due to Covid-19?!

Here’s a straightforward guide on travel requirements related to the covid-19 pandemic, updated November 27, 2021:

Country-specific entry restrictions:

*requirements do not apply on passengers below 12 years of age.
* they do not apply for transfer passengers from international line to international line.

1. Countries:
South Africa, Botswana, Mozambique, Namibia and Zimbabwe

Requirements:
– Flights suspended until further notice.
– Passengers who have been into these countries during the past 14 days shall:
     – provide a negative PCR result taken within the last 72 hours
     – be taken under quarantine for 14 days(1)  in places to be determined by the governorships(2).

2. Countries:
Brazil, Nepal, Bangladesh, Sri Lanka, India and Pakistan

Requirements:
– provide a negative PCR result taken within the last 72 hours
– be taken under quarantine for 14 days(1) at their residency address or at an address they choose

Note: passengers who have vaccine cards(3) are exempt from quarantine.
Note: passengers over 12 years of age and younger than 18 years of age:
– provide a negative PCR result taken within the last 72 hours
– if they don’t have vaccine cards, they shall undergo a PCR test at their residency address and if the result is negative, they will be exempt from quarantine.

3. Country: 
Afghanistan

Requirements:
– provide a negative PCR result taken within the last 72 hours
– be taken under quarantine for 10 days(4) in places to be determined by the governorships(2).

Note:
– Citizens of the Republic of Turkey and citizens of Afghanistan who have a residence or work permit in Turkey can quarantine at their address of residence.(5)

4. Countries:
Iran and Egypt

Requirements:
– provide a negative PCR result taken within the last 72 hours
– Exempt from PCR test if they have vaccine cards(2)

5. Other Countries’ Requirements:
One of the following is enough:
– Vaccine cards
– Proof that they had COVID within past 6 months starting from the 28th day of the 1st PCR test with positive result
– provide a negative PCR result taken within the last 72 hours
– Negative rapid antigen test result taken within the last 48 hours

Citizens of the Republic of Turkey and citizens of Afghanistan who have a residence or work permit in Turkey can quarantine at their address of residence.(5)
Iran and Egypt

– provide a negative PCR result taken within the last 72 hours

Exempt from PCR test if they have vaccine cards(2)
Others
– provide a negative PCR result taken within the last 72 hours
– Negative rapid antigen test result taken within the last 48 hours
Exempt from PCR test if they have:
– Vaccine cards(2)
– Proof that they had COVID within past 6 months starting from the 28th day of the 1st PCR test with positive result
Notes:

(1): Passengers can do a  PCR test at the 10th day:
– if it comes out negative, the quarantine shall be ended.
– if not, (if they did not do a PCR test or the result was positive), they shall continue in quarantine till the 14th day and repeat the test again. If the result was still positive, the current pandemic guide published by the General Directorate of Public Health of the Ministry of Health shall be followed.

(2): Accommodation and transfer costs shall be paid by passengers prior to travel. If they fail to submit a proof of payment, they will not be allowed to board to the flight. Hotel bookings shall be done through the contact information given in the link: ISOLATION HOTELS

(3): Vaccine card: shall document that passengers have taken a minimum of 2 doses of any of the vaccines (or 1 dose of the Johnson & Johnson) approved by WHO and the Ministry of Health of the Turkish Republic at least 14 days before travel

(4): Passengers can do a PCR test at the 7th day:
– if it comes out negative, the quarantine shall be ended.

(5): These passengers whose point of first entry to Turkey are cities other than İstanbul or Ankara shall be allowed to go to their addresses of residence only by private vehicles, and it shall not be allowed for them to board domestic flights or use public transportation.

Further Requirements:

– All passengers should fill the FORM FOR ENTRY TO TURKEY at least 72 hours before arrival.
– Wearing masks at the airports and during the flights is obligatory for all passengers.
– Submitting an HES code for flights taken within Turkey is obligatory for Turkish citizens. For further information, please check: Hayat Eve Sığar.
– In order to use the Public Transportation in Istanbul, sharing HES code* is a must. In order to do that, you have to match your IstanbulKart and HES Code.

Notes:

– RNA and nucleic acid tests shall be accepted as an alternative for the PCR test.
– Turkey, Serbia, Hungary, Kazakhstan, Iraq and Libya mutually recognize COVID-19 vaccine certificates to enable easy travel.
– Passengers may be subject to a PCR test by means of the method of sampling at points of arrival in Turkey. Within this scope, these passengers shall be allowed to proceed to their final destination after their test samples are taken. If their test results are positive, they shall be taken under treatment in accordance with the COVID-19 Guidelines of the Ministry of Health. The passengers with positive test results and persons having been in close contact with such passengers shall be taken under quarantine for a period of 14 days(1) at the addresses they have determined. The quarantines of these people who are identified to have Delta variant shall be ended upon submitting a negative PCR test result at the end of the 14th day.
